Francis Napier succeeded to the title of 8th Lord Napier of Merchistoun in 1775, to the title of 5th Baronet Scott, of Thirlestane in 1775.1 He held the office of Representative Peer [Scotland] between 1796 and 1806, held the office of Lord-Lieutenant and Sheriff Principal of Selkirkshire, was 1st Lord High Commissioner to the General Assembly Church of Scotland between 1802 and 1816, held the office of Representative Peer [Scotland] between 1807 and 1823.1
Napier graduated with a Doctor of Civil Law (D.C.L.).

Francis married Maria Margaret CLAVERING [21758] [MRIN: 7826], daughter of Lt Gen Sir John CLAVERING [21759] and Unknown, on 13 Apr 1784.
