Capt Napier fought in the Battle of Trafalgar. He succeeded to the title of 9th Lord Napier of Merchistoun on 1 August 1823, to the title of 6th Baronet Scott, of Thirlestane on 1 August 1823. He held the office of Representative Peer [Scotland] between 1824 and 1832, and held the office of Lord of the Bedchamber to King William IV.
He gained the rank of Captain in the service of the Royal Navy and was Special Trade Commissioner and Chief Resident of Canton, China in 1833.
