At a council held 3 June 1840 Thomas Hall Fisher of Cambridge was elected a member.
Thomas was Deputy Lieutenant of Cambridge.
Thomas Hall Fisher is recorded in the Cambridge Chronicle and Journal on several years as the signatory to the Abstract of Accounts of the Treasurer of the County of Cambridge.
Thomas Hall Fisher was also treasurer to the Cambridge Savings Bank, and the Cambridge County Constabulary.

On the 11th inst, at the Probate Registry, Peterboro, the Will of Mr Thomas Hall Fisher, late of Cambridge, banker deceased, was proved by the Rev Dr Cartmell, Master of Christs College, the Rev John Martin, Vicar of St Andrew the Great, and Mr Clement Francis of Cambridge solicitor, the executors: personally sworn under L18,000.
