Palmer entered the Royal Navy as a cadet in 1861; promoted Commander 30 June 1885 and Captain 6 November 1896. Served in the Zulu war, 1879 (medal with clasp); was Naval Transport Officer in Natal 1881, and served in the Soudan Campaign 1884/5 (mentioned in dispatches, medal and star).

Commanded by Lieutenant Palmer Smythies the "Albacore," in 1884, took part in the Egyptian campaign, and assisted in the defence of Suakin against the Mahdists

Palmer's first wife was referred to 24 Dec 1882, as just having died, in a letter from Herbert Giles about his wife Kate's death: "among her last sympathies were many words of sorrow for Palmer Smithies, the news of whose wife's death reached us whilst she was quite clear in mind".
