William Cowper was born circa 1722. He was the son of William Cowper He married Maria Frances Cecilia Madan. He died on 27 August 1769. He was educated at Westminster School, Westminster, London, England. He was admitted to Lincoln's Inn in 1740. He was educated at Worcester College, Oxford University, Oxford, Oxfordshire, England. He was Clerk of the Parliaments. He gained the rank of Major in the service of the Hertfordshire Militia. He held the office of Member of Parliament (M.P.) for Hertford in 1768. In Parliament he voted with Administration on Wilkes's expulsion, 3 Feb. 1769, and the Middlesex election, 8 May. There is no record of his having spoken in the House. He died 27 Aug. 1769, aged 48.
